About "Sovereign GaiXer"
What is Sovereign GaiXer?
Sovereign GaiXer is an on-premises generative AI provided by FIXER Inc. (Minato-ku, Tokyo). When you connect the palm-sized unit to your internal LAN, generative AI processing is completed inside the unit, so you can use it without sending company data to the internet. It targets work involving information that could not be entered into cloud generative AI, such as contracts, personal information and design data.
The company calls the product an "OS for AI (AI-OS)" and explains it in four layers using a smartphone analogy: the hardware (Lenovo ThinkStation PGX) is the phone's "body," Sovereign GaiXer (AI-OS) is the "OS," the GaiXer App Store is the "store," and the business apps running on top are the "apps." The hardware and AI software developed in Japan by FIXER are combined into one product, jointly developed by Lenovo and FIXER.
How to use
- Try the free trial (optional) Submit the application form and enter the confirmation code sent by email to complete the application. FIXER staff review it, and if approved you can log in via browser to a real unit operated by FIXER and use it for two weeks. Because the trial is a shared evaluation environment, you are asked to test with documents that do not contain personal or confidential information.
- Get a quote and pass internal approval With "Quick Quote," a quotation is issued the same day with just your company name (valid for two weeks). A free "approval support kit" is provided, including an approval request template (with examples), an ROI calculator and comparison materials. The company gives 2–4 weeks as a guide for approval and decision, and about one month from quotation to start of operation in many cases.
- Sign the contract and pay Choose a lump-sum payment (invoice, bank transfer) or lease/installments through a partner leasing company. The monthly lease amount is determined by the unit price × the lease rate and presented at the formal quotation.
- Connect the delivered unit to your internal LAN It arrives 1–2 business days after shipment, and all you need is one power outlet, an internal LAN (wired or Wi-Fi 7) and a PC with a browser. No server room or special construction is required. The guide time from unboxing to the first response is 30 minutes.
- Use it from browsers on company PCs Users access it with browsers such as Google Chrome or Microsoft Edge. No dedicated software needs to be installed on devices. Administrators register users and add apps from the app store to suit the work.
Features
01Using generative AI
- Writing and summarizing — Drafting proposals, reports and approval materials; summarizing minutes and medical documents; drafting records
- Contract review — Check clauses and identify risk points without sending contracts outside the company
- Referencing internal data (RAG) — Load regulations, manuals, past materials and PDFs into the unit and have it answer with reference to them
02App store and business apps
- GaiXer App Store — When administrators install apps from the store, employees can choose and use the apps they need, just like smartphone apps. Sales partners, adopting companies and business software makers can also register their own apps
- Redaction app (standard) — An app co-developed with Iga City, Mie Prefecture, that supports redaction (masking) for information disclosure requests. Provided as a standard feature at no extra cost from September 25, 2026
- GaiXer Review Agent — A use case for broadcast and advertising review. Load your own review standards, and it analyzes videos, commercials, banners, copy and audio, compiling flagged points, potentially relevant laws and severity into a report with reasons
03Safety and management (handled by the AI-OS)
- Hallucination control and prompt-injection protection — Controlled on the AI-OS side rather than built into each app
- User management and audit logs — Manage users with administrator accounts and visualize usage
- Operation on closed networks — An internet connection is not required; it runs in a network-isolated configuration on the internal LAN only. Updates can also be applied offline

Usable even for documents that can't leave the company — data stays on the unit's SSD
According to the company, entered data is stored on the unit's built-in NVMe SSD (self-encrypting, 4TB), with no transmission or backup to external clouds. It also states that entered data is not used to train external AI models. Diagrams of the data flow and operating policies are published on the official "Proof & Security" page, and a set of answers to security checklists (PDF, free) is available for IT departments.
The AI models (LLMs) are selected by FIXER for business use, installed on the unit and kept updated. For details of the models installed, the company directs you to its 15-minute online consultation. Acknowledging that top cloud models outperform it in some situations, the company recommends using Sovereign GaiXer for confidential, high-volume and routine work and the cloud for advanced analysis of public information.

A one-time purchase price that doesn't change however much you use it
The price is a one-time purchase, and there are no additional charges as generations, pages loaded or users increase (official site price section and FAQ, as of November 2026).
| Item | Amount | Details |
|---|---|---|
| Unit (one-time purchase) | ¥3,806,400 (excl. tax) / ¥4,187,040 (incl. tax) | Hardware, software license, 3-year hardware warranty |
| Monthly equivalent over 3 years (reference) | About ¥105,733/month (excl. tax) | Unit price simply divided over the 36-month warranty period. Excludes running costs such as electricity |
| Per user with 50 users (reference) | About ¥2,115/month (excl. tax) | The monthly equivalent above divided by 50 |
| GaiXer Care (initial deployment support, optional) | ¥300,000 (excl. tax) / ¥330,000 (incl. tax) | 10-hour package; a specialist team supports the launch |
| Additional charges | ¥0 | No monthly usage or renewal fees |
Lease and installments (monthly payment via a partner leasing company) are also available, and leases can be expensed (as rent). The monthly lease amount is determined by the unit price × the lease rate, which varies with screening. There is no limit on the number of registered users; configurations for organizations of several hundred people (including expansion via the ConnectX-7 port for linking two units) are proposed through consultation. Sovereign GaiXer is registered as an eligible IT tool for the "Digitalization and AI Adoption Subsidy 2026" (a program for small and medium-sized enterprises and small businesses; grants are subject to review).

Track record and reputation
The official case studies list, as some of its adopters, Soka City (Saitama Prefecture), 弁護士法人 法の里 (Ho no Sato law firm), ソウクチュール (Soucouture), クリエイティブ バンク (Creative Bank) and NTジオテック中部 (NT Geotech Chubu).
01Local governments
- Soka City, Saitama (announced August 28, 2026) — FIXER announced it as the first adoption by a local government in Japan. Soka City had previously prohibited entering personal information into generative AI, but says that in an environment closed within the city office it can now be used for creating meeting minutes containing personal information, drafting plans based on materials with confidential data, and drafting internal regulations
- Iga City, Mie (announced September 25, 2026) — Together with Iga City, which has fully adopted the generative AI service "GaiXer" since October 2024, FIXER co-developed in about one month a "redaction app" that supports redaction for information disclosure requests. The AI lists redaction candidates with their type and grounds, and staff make the final decision
The official site also lists comments heard from people at the evaluation stage at an external event and in business meetings in June 2026, such as "We can't send patient information to the cloud. Being able to use it on-premises is reassuring" (medical institution), "We were attracted by being able to search and summarize technical documents without sending them outside" (manufacturing), and "It's reassuring that we can use it without worrying about token charges" (all industries). The company notes that these are not post-adoption measurements but opinions and expectations summarized so that companies cannot be identified.
How it differs from other generative AI you run in-house
Sovereign GaiXer stands out for bundling hardware, AI software and a business app store into a single one-time purchase that can be used from the day it arrives. It differs from preparing your own server to run models, or from cloud enterprise generative AI, in where data is kept and how costs arise.
