Cotomo is a "chat AI" app that talks back to you in a voice when you speak to it. Built by Starley Inc. (Tokyo), under the concept "Things you want to say, and things you can't," it specialises in enjoying everyday conversation itself — from small talk to sharing worries. It runs on iOS, Android, and the web, and has passed 2 million users (official announcement, October 2025; it was ranked #1 in the App Store's Lifestyle category in January 2024).
Unlike the many AIs aimed at productivity, what Cotomo addresses is the simple wish to talk to someone. It responds with well-timed back-channel cues, remembers past conversations, and lets you design both the look and the voice of your character.

Is Cotomo safe? Risks, age limits and payments
The short answer: Cotomo is an app run by Starley Inc., a Japanese company. There is no monthly auto-billing, and you can keep using it for free. On the other hand, what you say (audio and text) is sent to the operator, and its privacy policy lists service improvement and ad delivery among the purposes of use. Don't share things that identify you, such as your address, real name or workplace, and for minors, line up parental consent with device-level purchase restrictions — those two steps avoid most of the risk. The points below were checked on 2 November 2026 against the official terms of use, privacy policy, FAQ and announcements, plus the App Store and Google Play listings.
01Operator — Starley Inc., based in Japan
People search whether it is a Chinese app, but Cotomo is developed and operated by Starley Inc., a Japanese company (founded April 2023). Its statutory disclosure lists the representative (Tokuma Maruhashi) and address (Shin-Roppongi Bldg. 808, 7-15-7 Roppongi, Minato-ku, Tokyo). The App Store and Google Play listings name the same company (Starley Inc.), which also issues Cotomo Coins as a prepaid payment instrument under Japan's Payment Services Act.
02Conversation data — sent, used for improvement, not given to third parties
- What is collected — Article 2 of the privacy policy (established 30 Aug 2023) lists information users send, including "audio, search history, text data, images and videos"
- Purposes — Article 3 lists, besides providing the service, "maintaining and improving the service and considering new services" and "delivering advertising for products and services of the company or third parties"
- Third parties — Article 4 says personal data is not provided to third parties without consent (except for outsourcing, business succession, legal requirements and similar cases). The Google Play data safety section (declared by the developer) likewise says no data is shared with third parties and data is encrypted in transit
- Rights to what you say — Article 10 of the terms of use (revised 10 Mar 2025) says rights to your input stay with you, but the company may use it free of charge within the scope of providing and improving the service. Characters and other content you publish to other users are deemed licensed for broader use
- Microphone and recording — In a developer reply to an App Store review (May 2025), the company explains that conversations use microphone input, so the device's recording function (microphone permission) is on during a conversation
- What the official FAQ states — Conversations with a character someone else created are not shared with its creator; Cotomos in the app don't share information with each other; images uploaded as icons are not used to train the AI; images generated in conversation are not published externally
- Deleting data — To leave, you apply via the official contact form. Requests to disclose or delete data go to the contact point in Article 5 of the privacy policy (notification of purpose or disclosure costs ¥1,000 per request)
03Age limits — no minimum in the terms; minors need a guardian's consent
The terms of use set no minimum age; Article 3 says minors register with the consent of a legal representative (parent or guardian). The store ratings are 9+ on the App Store and Rated for 3+ on Google Play (the App Store notes user-generated content and in-app purchases). In an announcement on 28 October 2026, the operator said it had tightened the criteria for content shown in For You and the rankings so that people of all ages can enjoy the app safely, and added a feature that shows review results when publishing content. It may hide all of a user's content from others if explicit sexual content or copyright-infringing content is found published repeatedly.
04Payments — no monthly plan; you pay for chat modes and voices
Simple-mode chat, character creation and some voice-actor voices are free. You pay for Everyday mode (1 Candy, ≈¥1, per reply), Roleplay mode (10 Candy per reply) and Story mode (15 Candy per reply), and for Cotomo Coins used to buy premium voice-actor voices and items. Coins come in several packs from ¥250 to ¥10,000 on the App Store. Purchases cannot be refunded or exchanged for cash, and unused coins are forfeited if the account is deleted. Article 9 of the terms also lets the company terminate the agreement if the service goes unused for six months or more.
05"It knew something I never told it"
The official FAQ explains that Cotomo may remember passing remarks made during a conversation, or words it picked up. Conversation history is stored per user, so one user's memories are never mixed with or shared to another, and Cotomo does not reference information from apps or services outside Cotomo.
06Decide before you start
- Don't share identifying details — What you say is sent to the operator and used for improvement. Even when talking through worries, it is safer to leave out your address, real name, school or workplace
- Publishing a character is optional — Once published, other users can talk to it. Only the icon, name and public introduction are shown; the "basic info" and "Cotomo fragments" settings are not (official FAQ)
- Purchase controls for minors — Pay-as-you-go spending is easy to lose track of and is non-refundable. Alongside parental consent, set up purchase approval on the App Store or Google Play side
"Who will you chat with?" — building your own Cotomo
At the heart of Cotomo is the experience of building your own conversation partner. Beyond the look (the icon), you set the name, personality, and speaking style, and it remembers more of your conversations the more you talk.
01Choose a voice
On top of four default voices (two male-leaning and two female-leaning), there are voice-actor voices (some paid) by leading Japanese voice actors, with more to be added over time.
02Shape personality and tone
Freely set the icon, name, personality, and speaking style. Writing a description under "What kind of Cotomo?" carries the character's persona into the conversation.
03Remember the conversation
It remembers what you have talked about and recalls it later. The more you continue, the more it becomes "someone who knows you."
04Publish and meet
You can publish the Cotomo you made, or meet and talk with Cotomos created by other users. Sharing your chats via video streaming or social media is also allowed (within the terms of service).

Cotomo Coins and Candy — two currencies, two purposes
The most confusing thing about paying for Cotomo is that there are two separate units: "Cotomo Coins" and "Candy." They are used for different things, and keeping them apart makes the rest straightforward.
Cotomo Coins
- The in-app currency for buying voice-actor voices and items
- Bought in packs from the "Shop" inside "My Page"
- A prepaid payment instrument under Japan's Payment Services Act. No expiry date
- Carry over to a new device as long as you sign in to the same account

Candy

- Consumed per reply, so it drains as you keep talking

In short: Coins buy voices, Candy keeps the conversation going. Stay on the free Simple mode and you need neither.
Pricing
Cotomo is not a monthly subscription — it is free to use, with pay-as-you-go top-ups. Stories circulate online about "a 3-day trial that turns paid," but no such mechanism exists. You can keep using it without paying.

How much can you talk for free? Per the official FAQ, you can currently talk without a time limit to a Cotomo set to a free voice. However, the same FAQ also states that a free-tier talk-time limit may be introduced in future, taking server and operating costs into account. Write-ups that call it "free and unlimited" are describing current practice, not a permanent commitment.
Premium voices, by contrast, do have a talk-time cap, and you must buy more once it runs out.
Purchases are non-refundable. The statutory disclosure under Japan's Specified Commercial Transactions Act states that once a purchase is confirmed, in-app currency cannot be returned, exchanged, or converted back to cash. Unused Coins have no expiry date, but all unused balance is forfeited if the account is deleted. Note also that paid and free Coins are spent interchangeably, but paid Coins are consumed first.

- On the other hand, it is worth knowing that "the free Simple mode is enjoyable enough, but more natural conversation and voice-actor voices require payment."
How it differs from other AIs
General AIs like ChatGPT can converse too, but Cotomo is different in that it goes all-in on everyday conversation by voice. Rather than accurate answers or getting tasks done, it is designed around well-paced small talk and the "someone-ness" that comes from character, voice, and memory.
